The Tribal Administrator is the executive leader responsible for the effective administration of the Cahuilla Band of Indians’ governmental operations. This role places a strong emphasis on grant writing, grant management, and strategic funding development , while maintaining high-level oversight of organizational functions and personnel. The Administrator ensures that Tribal operations align with Tribal law and Council directives and supports the long-term sustainability and growth of Tribal programs through successful grant acquisition and administration.

Key Responsibilities:

Primary Focus – Grant Development & Management

  • Research, write, and submit grant proposals to federal, state, and private funding sources.
  • Administer all awarded grants and contracts, ensuring compliance with terms, timely reporting, and achievement of deliverables.
  • Develop and maintain relationships with funding agencies and partners.
  • Lead strategic planning for grant opportunities aligned with Tribal priorities.
  • Coordinate with department heads to ensure effective implementation and reporting of grant-funded programs.

Organizational Oversight (Strategic Level)

  • Provide executive-level leadership and direction to department heads and staff.
  • Support the Tribal Council in policy development, legislative implementation, and strategic initiatives.
  • Serve as liaison between Tribal Council and staff, ensuring clear communication and alignment with Council goals.
  • Oversee financial planning and budget development in coordination with finance staff and Tribal Council.
  • Ensure compliance with Tribal policies, federal regulations, and funding agency requirements.

Personnel & Administrative Support (Streamlined)

  • Support hiring processes and assist in screening and selection of candidates.
  • Provide guidance on organizational structure and staffing needs.
  • Delegate day-to-day personnel management to department heads, while maintaining oversight of key decisions.
  • Promote staff development through training, orientation, and performance support.

Skills, Knowledge, and Abilities:

  • Proven leadership in management, employee coaching, and conflict resolution.
  • Strong written and verbal communication skills, including report writing, correspondence, and presentations to senior leadership.
  • In-depth knowledge of Bureau of Indian Affairs regulations and other federal/state funding agency requirements.
  • Skilled in drafting grant proposals, strategic plans, program justifications, and compliance reports.
  • Ability to manage multiple projects simultaneously, ensuring efficient execution of work plans and grant deliverables.
  • Excellent organizational and interpersonal skills, with a focus on confidentiality and dispute resolution.
  • Competence in researching and interpreting complex laws, regulations, and funding guidelines.
  • Strong policy development and technical writing capabilities.
  • Adaptability in learning and applying new software tools and systems.
  • Ability to foster positive staff morale and maintain effective internal communication.
  • Analytical thinking with the ability to gather, assess, and synthesize information to solve management challenges.

Qualifications:

  • Bachelor’s degree in Business Administration, Public Administration, Human Relations, or related field.
  • Minimum 4 years of experience in a comparable executive or administrative role.
  • Demonstrated success in grant writing and administration.
  • Strong knowledge of Tribal governance, federal funding systems, and intergovernmental relations.
  • Excellent communication, leadership, and organizational skills.
  • Proficient in Microsoft Office Suite and ability to learn financial and grant management systems.
  • Must pass background check and pre-employment drug screening.
  • Valid driver’s license and insurability under Tribal policy.
  • Native preference applies.
