Job Summary

Under direction of the Senior Vice President, the ID/IQ (Program) Manager will play a critical leadership role in the successful execution of this contract and must demonstrate proactive, hands-on program management at all times. This individual will serve as a dedicated, full-time resource, solely focused on supporting the contract’s objectives and ensuring operational excellence across the board.

Primary Responsibilities

  • The ID/IQ Manager must bring a high level of expertise and leadership to this role, demonstrated through a minimum of 10 years of professional experience in law enforcement, military, security operations, or local guard force management. At least five of those years must have been in supervisory or command-level positions, reflecting the individual’s ability to lead, make informed decisions, and manage complex security programs.
  • Additionally, a minimum of five years of relevant work experience must have been acquired within the host country or broader region. This local or regional expertise is essential in ensuring that the Manager is fully attuned to the operational nuances and cultural context in which our mission operates.
  • The ID/IQ Manager must possess in-depth knowledge of overseas security environments and have a clear understanding of current and emerging terrorist and criminal threats affecting U.S. missions abroad. Familiarity with risk management practices—including the identification and resolution of security vulnerabilities—is strongly preferred, as is experience operating in high-threat or dynamic environments.
  • This role demands daily engagement with the evolving operational security landscape at the city, country, and regional levels. The ID/IQ Manager will work in close coordination with the COR to ensure that the post’s security posture, protocols, and countermeasures remain aligned with assessed threats to U.S. personnel and assets.
  • Finally, the ID/IQ Manager must meet all additional qualifications required for supervisory responsibilities under this contract. Their leadership will be instrumental in shaping a disciplined, responsive, and threat-informed guard force capable of protecting mission personnel and infrastructure.

Qualifications

  • Speak the local language and English speaking/reading skill level S4/R4;
  • Able to use a computer including all common office management tools (e.g. Microsoft Office);
  • Experience with multiple levels of communication between various levels of management;
  • Experience managing security staff or local guard force management experience;
  • Be an expert in all areas of physical security and access control;
  • Must understand operational methods of all guard force units and zones for response, and maintain a professional demeanor under highly stressful circumstances;
  • Be experienced in basic communications and radio use/procedures;
  • Be able to maintain and manage communication between all parties;
  • Provide risk management planning and performing qualitative risk analysis;
  • Be able to define, sequence and estimate activities and resources;
  • Experience with acquiring, developing, and managing project teams;
  • Oversight of and responsible for quality control and contract compliance;
  • Hold a current host-county driver's license and
  • If applicable, complete and maintain firearms training and certification in accordance with local labor law and the requirements of this contract.
