General Summary:

The Director of Project Management for the UMass Boston Facilities Department provides strategic leadership for all project-related activities, overseeing project managers and OPMs to ensure projects align with the university's goals and standards for design and construction. This role involves providing technical support, developing and implementing project management methodologies, managing resources, fostering collaboration across teams, and meeting budgets and schedules for a large program of projects. The Director will work in close collaboration with senior management of Facilities, the Director of Campus Planning, other university departments, and external agencies.

Examples of Duties:

  1. The Director of Project Management will oversee the management and completion of university-managed projects within authorized budgets, funding sources, schedules, and performance specifications.
  2. Strategic Planning: Define project vision, scope, objectives, and milestones, aligning them with university strategy.
  3. Methodology Development: Establish and refine project management methodologies, best practices, and standards.
  4. Resource Management: Oversee resource allocation, budgeting, and financial management for projects.
  5. Team Leadership: Lead, mentor, and coach project managers and teams, fostering a collaborative environment.
  6. Stakeholder Management: Build and maintain strong relationships with stakeholders, communicate project progress, and manage expectations.
  7. Manage internal staff of project managers and outsourced Owner Project Managers (OPMs) to ensure successful completion of all projects within the Facilities Project Management realm.
  8. Risk Management: Identify, assess, and mitigate project risks and issues, taking actions to avoid or mitigate all risks.
  9. Performance Management: Monitor project performance, track progress against KPIs, and report on overall program and individual project statuses.
  10. Process Improvement: Identify opportunities for process improvements and implement solutions to enhance project delivery.
  11. Act as a key owners' representative for projects funded and managed by DCAMM and UMBA.
  12. Ensure projects' design and construction meet university goals, standards, objectives, and timetables.
  13. Participate in interviewing and selecting professional service contractors and serve as liaison to ensure adherence to requirements.
  14. Administer design and construction contracts in compliance with guidelines.
  15. Represent the university in all phases of capital improvements.
  16. Support development and implementation of Campus Master Plan, capital planning, and space allocation plans.
  17. Serve on relevant university committees and external groups.
  18. Support development and implementation of Facilities Information System (FIS), document control, and archiving.
  19. Develop and implement departmental policies, systems, and procedures.
  20. Maintain effective relationships with staff, department heads, administrators, and the public.
  21. Stay updated on trends and developments in the field.
  22. Attend seminars and conferences; perform other duties as assigned.

Qualifications:

Bachelor's Degree in Construction Management, Building Technology, Civil Engineering, or equivalent. A related master's degree and MCPPO, PMP, or similar certification are preferred. At least ten years of progressive experience in construction project management within large, complex organizations, with strong knowledge of construction technologies, management methods, design processes, and bidding. Experience in higher education facilities is preferred.

  • Ability to lead and manage complex construction projects valued over $10M.
  • Strong team building, collaboration, organizational, and project tracking skills.
  • Excellent communication, presentation, and problem-solving skills.
  • Excellent customer service skills.
  • Working knowledge of public sector design and construction processes, including relevant Massachusetts General Laws.
