We are looking for an experienced Chief Financial Officer (CFO) to lead and oversee financial operations for a government agency based in Richmond, Virginia. This role requires a strategic thinker with expertise in financial management, resource allocation, and public-private partnerships. The CFO will play a critical role in advancing the agency’s mission through sound fiscal practices and innovative funding strategies.

Responsibilities:
• Direct administrative functions related to finance, budgeting, procurement, human resources, risk management, IT, and public relations.
• Prepare and submit applications for Low Income Housing Tax Credits, bonds, and mixed-income financing, while managing federal and non-federal grant funding.
• Negotiate contracts, purchase agreements, leases, and financing documents for real estate transactions, including redevelopment projects tied to public housing.
• Ensure sufficient funding to support programs, services, and activities aligned with the agency’s strategic plan.
• Provide financial advice and recommendations to the Board of Commissioners and the Chief Executive Officer.
• Oversee fiscal operations such as accounts payable and receivable, grants management, financial reporting, and cash flow management.
• Direct the creation and monitoring of the agency’s budget, ensuring alignment with strategic goals and effective resource allocation.
• Conduct financial analyses, manage agency investments, and monitor progress toward fiscal objectives.
• Evaluate cost-effectiveness of programs and recommend alternative funding sources as needed.
• Develop innovative revenue-generating strategies, leveraging public-private partnerships and other financing models.• Proven experience in financial leadership roles, preferably within government or public-sector organizations.
• Expertise in preparing financial statements, month-end close processes, and audit procedures.
• Strong knowledge of financial reporting requirements for diverse funding sources.
• Proficiency in managing complex budgets and aligning them with strategic plans.
• Demonstrated ability to analyze and interpret business proposals and negotiate contracts.
• Experience with grant management and securing funding through federal and non-federal programs.
• Skilled in developing relationships with financial institutions and fostering partnerships.
• Exceptional analytical and strategic planning abilities for long-term financial success.
